Without Maximizer:
Fuel’s chemical energy is stored in a Hydrocarbon. In this state, Hydrocarbons do not burn completely resulting in carbon, soot, and harmful emissions.

With Maximizer:
Maximizer is a catalyst that breaks apart large particulates, accelerating the chemical reaction of the fuel thus liberating its chemical energy.
